Niagara Falls, First African-American City Clerk Passes Away
Cynthia R. (Vincent) Baxter, peacefully passed from this earthly life on Tuesday, May 9, 2017,
in VITAS Inpatient Hospice, Woodlands, TX. She was born August 17, 1959, daughter of Ruthie (Ervin) Nix
and the late Carl Vincent.
She was a resident of Niagara Falls, NY, attended local schools and graduated from Niagara Falls High School. She was appointed City Clerk of Niagara Falls, January 2000 thru December 2003.
The appointment came from Mayor Irene J. Elia. This made Cynthia, the First African-American City Clerk of Niagara Falls, NY. After which, she relocated to work for the US Government in Washington, D.C. February 2017, she moved to Houston, TX to join her family.
Cynthia loved people and demonstrated the love of Christ with her kind, warm, and friendly spirit.
For example, she demonstrated compassion to the homeless by helping serve Christmas dinner to the sheltered families. Cynthia attended Sacred Heart School and Church after which she began attending St. John AME Church.
May 12, 1984, she was united in marriage to Sherby J. Baxter, who preceded her in death.
Survived by her daughter, Mariah R. Baxter, Parents-Ervin & Ruthie Nix,
Sisters-Felicia Nix (Michael) King, Ervina Nix-Williams, Nephews-Timothy and Michael King II,
and Niece-Charlene Williams, all reside in Houston, TX.
